Thus an officer joining the service when just 24 years of age

would, if he served for 30 years, have average expectation

of remaining on £950 for over 11 years before promotion to the

take senior grade, and after only 4 years service in this grade

leave prior to retirement.

Unless the proportion of senior posts in other colonies

is at least as great as in Hong Kong the effect of unification of theColonial Educational Service would tend to still further

diminish promotion pro_spects.
